Job Purpose Summary:

The Program Manager is responsible for managing issues at the intersection of multiple project-related activities. He is tasked with determining how the organization handles and "manages the management" of projects. He is responsible to ensure project management methodology and practice standards are applied. The Technical Program Manager keeps projects and programs aligned with Aljazeera business objectives and keeps change understood and controlled efficiently.. He will also work closely with the corporate PMO for project oversight and alignment.

Key Responsibilities and Accountabilities:

• Act as subject-matter expert for program and project management best practices and proactively look to evangelize and drive project management discipline, maturity and best practices throughout IT & Digital Media division.
• Ensure program and project management processes and activities are fit-for-purpose making adjustments when necessary to maintain this as change occurs.
• Ensure consistency, efficient resource utilization and sharing, knowledge and lessons-learned tracking and sharing across all projects.
• Ensure leadership of projects and act as a focal point for resolving inter-project dependencies.
• Ensures that project goals are accomplished and in line with business objectives.
• Responsible for planning, directing and coordinating activities pertaining to technology projects.
• Is familiar with and monitors all major (IT, Business Unit, and Strategic) project activities, ensuring currency, quality and integrity.
• Manage Project and Program ambiguity and paralysis with clear actions that clears the way forward.
• Responsible for supervising the project managers and coordinators.
• Manage cross-functional projects in complex and changing environments.
• Familiar with and monitors all major project activities, ensuring the cost, quality and integrity of the information, while providing consistency in content and "look and feel" across the enterprise
• Consult with management and review project proposals to determine goals, time frame, funding limitations, procedures for accomplishing project, staffing requirements and allotment of resources.
• Develop project plans, specifying goals, strategy, staffing, scheduling, risks, contingency plans and allocation of available resources.
• Formulate and define technical scope and objectives of projects.
• Identify and schedule project deliverables, milestones and required tasks.
• Coordinate recruitment or assignment of project personnel.
• Assign duties, responsibilities and scope of authority to project personnel.
• Direct and coordinate activities of project personnel to ensure project progresses on schedule and within budget.
• Provide feedback to establish standards and procedures for project reporting and documentation.
• Review status reports prepared by project personnel, and modify schedules and plans as required.
• Prepare project status reports, and keep management, clients and others informed of project status and related issues.
• Confer with project personnel to provide technical advice and resolve problems.
• Coordinate and respond to requests for changes from original specifications.
• Monitor project results against technical specifications.
• Develop and maintain technical and project documentation.
• Develop quality assurance test plans.
• Direct quality assurance testing.
• Assume key overall responsibility for ensuring that users have easy access to information that is useful to them.
• Manage internal and external systems/application development projects from inception to successful implementation:
• Define project objectives, scope and level of effort.
• Develop project strategies and plans, and identify the methods and tools required for projects.
• Get projects off the ground, keep them on track and on budget, and resolve issues with customers.
• Monitor progress against plan.
